Become a Member

The Capital District Library Council (CDLC) provides support, consultation, services and opportunities for engagement to libraries and cultural heritage organizations within the greater Capital District region of New York.

CDLC members encompass all types of libraries, library systems and cultural heritage organizations: academic, public, school, corporate, hospital, government agencies, historical societies, museums, and archives. Our service area encompasses Albany, Fulton, Hamilton, Montgomery, Rensselaer, Saratoga, Schenectady, Schoharie, Warren, and Washington counties.

Institutions interested in joining CDLC should support our mission; have institutional support for their library; and contribute resources that enhance the collaborative as a whole. CDLC member libraries have access to a variety of services and programs including:

  • A team of experienced and responsive librarians who provide support, training and consultation for cataloging, digitization, health/medical library management, research, and resource sharing
  • Continuing education opportunities that include live and virtual workshops and conferences
  • Opportunities for building connections and networking with colleagues via interest groups and committees
  • Tours of member libraries and invitations to member social events
  • Online resources that increase the visibility of physical and digital collections
  • Library collections of CDLC members
  • Hosted platforms for digital collections
  • Online tools, including an ILL eform and a regional interlibrary loan directory
  • Interlibrary loan among CDLC members
  • Subsidies for health-related interlibrary loan materials

Who Can Become a Member?

There are three levels of Institutional Membership: Full, Associate and Affiliate.

Full Membership is intended for libraries and library systems of all types.

  • Degree-granting institutions must be chartered by the New York State Board of Regents.
  • Public libraries and school libraries must be in good standing of their respective public or school library system.
  • Public Library System and School Library System membership is regulated by New York State Education Law and Commissioner's Regulations.

Associate Membership is intended for institutions not qualifying for or seeking full membership.

Affiliate Membership is intended for institutions not qualifying for or seeking full or associate membership, historical repositories with volunteer staff, or newly created libraries developing collections.

What Are the Requirements and Responsibilities?

Members are required to:

  • Provide physical or electronic access to their collection (may include access by appointment)
  • Manage an annual library budget appropriate to collection maintenance and development
  • Employ an appropriately-degreed professional (e.g. librarian; archivist) for supervising the library’s collections and services (full and associate only)

Members have the responsibility to:

  • Contribute to and support the collaborative
  • Designate liaison(s) for specific services
  • Provide access to bibliographic records for CDLC Union Catalog (full and associate only)
  • Provide serials holdings data for the Union List of Serials (full and associate only)
  • Participate in CDLC governance as specified in the Council bylaws (full only)

In addition to the requirements listed above:

Full members are required to:

  • Have a collection of sufficient depth and breadth to support their library patrons
  • Maintain and provide access to full bibliographic records in MARC format
  • Participate in interlibrary loan and resource sharing in compliance with ILL protocol

Associate members are required to:

  • Have a collection of resources used to support their library patrons
  • Maintain and provide access to records describing the collection
  • Comply with the interlibrary loan protocol if participating in interlibrary loan

Affiliate members are required to:

  • Have a unique and organized collection of resources
  • Have a person designated by the institution to manage the collection
